The challenge
Proterra Group was awarded the Charleville Landfill Operation Services contract in late 2022. The scope includes Landfill Upgrade Services, Facility Supervision and Landfill Operation Services.
The Charleville Landfill is the principal waste facility for Council and the only landfill in the Shire. The site covers 20 hectares, with large stockpiles of waste spread across it. Infrastructure is limited to site buildings, including the gatehouse and amenities block, and site fencing. There are stockpiles of recyclables and two landfill cells for commercial and domestic solid waste.
The site accepts a wide range of waste, including:
- General waste, green waste and garden waste
- Construction and demolition waste, concrete and timber
- Recyclables, scrap metal and whitegoods
- Waste oil, lead acid batteries and gas bottles
- Quarantine waste, asbestos, and insurance and police burns
- Dead animal burial
Our solution
We took a two-pronged approach. Our Waste Team manages the site day to day, while our Civil Engineering team delivers the long-term upgrade at the same time, so the facility improves without interrupting service to the community.
Our daily operations at Charleville include:
- Supervising all customers entering the site
- Supervising the receipt, storage and removal of waste
- Monitoring compliance with waste acceptance criteria at each disposal point
- Managing emergencies and incidents as they occur
- Maintaining the facility to an acceptable environmental standard
- Operating plant and equipment to handle waste disposal and covering
While the Waste Team runs the facility, our Civil Engineering team is progressing the Landfill Upgrade project. The initial scope includes a design for the Waste Transfer Facility and the Landfill Upgrade.
The benefit
Council gains a single, experienced partner that looks after both the operation of the landfill and its future. With one team responsible for supervision, operations and design, there is clear accountability, consistent communication and a joined-up approach to compliance.
For the community, the site is run safely and reliably, with waste correctly sorted and managed in line with environmental requirements. The upgrade design also sets the Shire up with a better, more sustainable waste facility for years to come.
The result
Proterra Group has brought structure, supervision and environmental oversight to a site that previously had limited infrastructure and large waste stockpiles. Daily operations are running under qualified supervision, and the design for the Waste Transfer Facility and Landfill Upgrade is establishing a clear path to a modern, compliant facility.
